Cerys has worked in tax policy across HMRC and HM Treasury for almost 15 years and has held Director roles in HMRC since joining in 2016, including EU Exit.
Cerys, how is a member of ICAEW, is currently HMRC's Director for Tax Strategy and Professionalism, which includes coordinating HMRC’s input to fiscal events, the Finance Bill and overseeing the delivery of announced tax changes. This includes a dedicated programme set up to deliver off-payroll working reform. She also currently has responsibility for COVID-19 policy coordination across HMRC.
Prior to joining HMRC Cerys held a number of roles at HM Treasury, including Head of Personal Tax. Cerys also led the Financial Secretary to the Treasury's private office for a few years when Gordon Brown (and then Alastair Darling) was Chancellor and also coordinated a fair few Budgets and Autumn Statements in HMT under the coalition government.

This session opens with a statement from Financial Secretary to the Treasury Jesse Norman MP on the government's response to COVID-19. This statement will be followed by a panel session chaired by Frank Haskew, Head of ICAEW's Tax Faculty, where Cerys will be joined by Jesse and Jane McCormick, Global Head of Tax and Legal Services at KPMG to discuss tax policy today and in the future.
